Chapter 1 Bidding Announcement

Wancho Environmental Protection Co., Ltd. conducted a public bidding for the electrical engineering of the distribution room of the expansion, upgrading, and reclaimed water reuse project of Suixi Second Sewage Treatment Plant based on the actual production needs of the project.

1、 Name and content of the bidding project

1. Project Name: Expansion, Upgrading, and Reclaimed Water Utilization Project of Suixi Second Wastewater Treatment Plant

3. Procurement method: Public bidding

4. Project content: The 10kV high-voltage transmission and transformation lines, transformers and their foundations, including but not limited to 16 high-voltage cabinets and 18 low-voltage cabinets and foundations in the high-voltage distribution room, DC screens and foundations, high-voltage outgoing cabinets in the distribution room to the high-voltage side cables of the transformer, and low-voltage side busbars of the transformer, starting from the ignition point of the power supply department, shall be purchased, laid, installed, debugged and tested by the winning bidder until the power transmission acceptance is qualified. Special note: The quotation includes a report on the electricity usage plan with the power supply department. The drawings of the distribution room will be further designed by the power supply bureau. The plan for the high and low voltage distribution rooms needs to be approved by the power supply department and pass the completion acceptance. The high reliability costs before formal power on will be borne by the owner.

2、 Qualification requirements for bidders

1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;

2. Having a third level or higher qualification for general contracting of power engineering construction and a valid safety production license;

3. Specific qualification requirements for this project: Suppliers (including branches without independent legal personality and subsidiaries without independent legal personality) with any of the following bad credit records shall not be recommended as bid candidates or determined as bid winners:

(1) The supplier is listed as a dishonest debtor by the people's court;

(2) Suppliers or their legal representatives or proposed project managers (project leaders) who are listed in the bribery criminal files;

(3) Suppliers listed in the list of abnormal business operations by the Market Supervision Administration;

(4) Suppliers who are listed as parties to major tax violations by the tax department;

(5) Suppliers who have been included in the list of records of serious illegal and dishonest behavior in government procurement by the government procurement regulatory department.

The above situations (1), (3), (4), and (5) are referred to as "Credit China"

4. This project does not accept consortium bidding.

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

3、 Time and location for receiving bidding documents

4、 Precautions for bidding and bid opening:

In addition to the outer packaging for mailing, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference. If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
