2、 Qualification of Bidders
1. Qualification requirements: Possess the ability to independently assume civil liability, and have a legal and valid business license and safety production permit. Having the qualification of Level 3 or above for general contracting of mechanical and electrical engineering construction, Level 3 or above for professional contracting of environmental protection engineering, or labor service qualification. Having the necessary equipment and professional technical capabilities to fulfill the contract.

2. Credit requirements:
2.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);
2.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);
2.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.
