Announcement of Inquiry for the Supply and Installation of Pipe Valves for the Hydrolysis and Acidification Tank and Biological Tank (Concentrated Water) of the Sewage Treatment Plant Expansion and Tail Water Purification Project (EPC+O) in the North of the Su Ma Industrial Park

This bidding project includes the expansion of the sewage treatment plant in the northern part of the SuMa Park and the supply and installation of pipeline valves for the hydrolysis acidification tank and biological tank (concentrated water) of the tail water purification project (EPC+O). The project has met the procurement conditions, and we are now inquiring about the project. Bidders who meet the conditions are welcome to participate in the bidding.

1、 Project Name and Content

1. Project Name: Expansion and Tail Water Purification Project (EPC+O) of Sewage Treatment Plant in the North of Suma Industrial Park, Supply and Installation of Pipe Valves for Hydrolysis and Acidification Tank and Biological Tank (Concentrated Water)

2. Project location: Suzhou City, Anhui Province

3. Project scale: The construction content of this project mainly includes three sub projects: the expansion project of the sewage treatment plant in the northern part of the Su Ma Park, the reclaimed water reuse project, and the enterprise special pipeline network project. (1) The expansion project of the sewage treatment plant in the northern part of Suma Park: the planned total scale is 60000 m ³/d, and the first phase of the project has a scale of 45000 m ³/d. (2) Reclaimed water reuse project: The total scale is 75000 m ³/d, of which the civil engineering is completed in one go according to 75000 m ³/d, and the equipment scale is 45000 m ³/d. The construction of the membrane workshop and water tank will be completed in one go with a capacity of 75000 tons, and the equipment will be installed at a capacity of 45000 m ³/d in the first phase. The concentrated water generated by the reclaimed water reuse project is treated after coagulation and sedimentation, mixed with the sewage from the expansion project, and discharged in compliance with standards. (3) Enterprise special pipeline network project: DN400~DN900 pressure pipeline of about 8km. It mainly includes the Suzhou Shanying drainage pressure special pipe (DN900, 2.5km) and the middle water pressure special pipe (DN900, 3.5km) supplied from the SuMa Park sewage plant to Suzhou Shanying; Taisheng sewage drainage pressure special pipe (DN6001500m), supplied to Taisheng Paper Industry water pressure special pipe (DN400500m).

4. Scope of bidding: Supply and installation of pipeline valves for the hydrolysis acidification tank and biological tank (concentrated water) of the sewage treatment plant expansion and tail water purification project (EPC+O) in the northern part of Suma Park. Please refer to the drawings and the bidding bill of quantities for details.

5. Duration: 60 calendar days.

2、 Qualification of Bidders

1. Qualification requirements:

Having the ability to independently assume civil liability, possessing a legal and valid business license, having a valid safety production license, and having a third level or higher general contracting for mechanical and electrical engineering construction or municipal public engineering construction.

2. Valve brand requirements:

Recommended brands by the tenderer: international famous brands or domestic first-line brands, such as Tongling Tongdu, Tianjin Tanggu, Shanghai Shangzhou and other domestic first-line equivalent brands. Bidders are required to recommend the required brand manufacturers for the listed brands or provide authorization letters from the aforementioned brand manufacturers.

3. Credit requirements:

3.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

3.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

3.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

4. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

4、 Precautions for bidding and bid opening:

In addition to the outer packaging for mailing, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance. If the bidder submits the materials for registration on site, they should provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
