4. Project scale: 89 water bodies from Yongqiao District, Lingbi County, Xiao County, and Si County were selected from 114 rural black and odorous water bodies in Suzhou City and included in the treatment scope of this plan.

5. Scope of Tender: Soil and Water Conservation Technical Services for the Rural Black and Stinky Water Treatment (EPC+O) Project in Suzhou City. Please refer to the list for details.

6. Duration: 3 months (including review)

2、 Qualification of Bidders

1. Qualification requirements:

1.1 Have the ability to independently assume civil liability, possess a legal and valid business license, and have the necessary equipment and professional technical capabilities to fulfill the contract.

1.2 The project leader holds a senior or higher professional title in water conservancy and hydropower engineering or related fields; Project personnel are required to provide proof of social security for three consecutive months within the past six months.

Since January 1, 2021 (based on the date of contract signing), there has been one achievement in the preparation or monitoring of water and soil conservation plans for municipal production and construction projects.

2. Credit requirements:

(1) Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

(2) Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

(3) There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

3. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

3、 Collection of bidding documents

1. Collection time: 17:00 on November 5, 2024 to 15:00 on November 12, 2024.

2. 4、 Precautions for bidding and bid opening

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance. If the bidder submits the materials for registration on site, they should provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled.
