Tender Announcement for the Procurement of Process Equipment for the Expansion of Sewage Treatment Plant and Tail Water Purification Project (EPC+O) in the North of Suma Industrial Park

The bidding project for the expansion of the sewage treatment plant and the procurement of process equipment for the tailwater purification project (EPC+O) in the northern part of the Suma Industrial Park has met the bidding conditions. The project is now open for bidding and eligible bidders are welcome to participate.

1、 Project Name and Content

1. Project Name: Expansion of Sewage Treatment Plant and Tail Water Purification Engineering (EPC+O) Process Equipment Procurement in the North of Suma Industrial Park

2. Project location: Suzhou City, Anhui Province

3. Construction general contractor: Wancho Environmental Protection Co., Ltd

4. Project scale: The construction content of this project mainly includes three sub projects: the expansion project of the sewage treatment plant in the northern part of the Su Ma Park, the reclaimed water reuse project, and the enterprise special pipeline network project. (1) The expansion project of the sewage treatment plant in the northern part of Suma Park: the planned total scale is 60000 m ³/d, and the first phase of the project has a scale of 45000 m ³/d. (2) Reclaimed water reuse project: The total scale is 75000 m ³/d, of which the civil engineering is completed in one go according to 75000 m ³/d, and the equipment scale is 45000 m ³/d. The construction of the membrane workshop and water tank will be completed in one go with a capacity of 75000 tons, and the equipment will be installed at a capacity of 45000 m ³/d in the first phase. The concentrated water generated by the reclaimed water reuse project is treated after coagulation and sedimentation, mixed with the sewage from the expansion project, and discharged in compliance with standards. (3) Enterprise special pipeline network project: DN400~DN900 pressure pipeline of about 8km. It mainly includes the Suzhou Shanying drainage pressure special pipe (DN900, 2.5km) and the middle water pressure special pipe (DN900, 3.5km) supplied from the SuMa Park sewage plant to Suzhou Shanying; Taisheng sewage drainage pressure special pipe (DN6001500m), supplied to Taisheng Paper Industry water pressure special pipe (DN400500m).

5. Scope of bidding: Procurement of process equipment for the expansion of the sewage treatment plant and tailwater purification project (EPC+O) in the northern part of the Suma Industrial Park. Please refer to the drawings and the bidding bill of quantities for details.

6. Duration: 120 calendar days.

7. Section division: It is divided into two sections, as detailed in the bidding documents.

2、 Qualification of Bidders

1. Qualification requirements:

Capable of independently assuming civil liability, possessing a legal and valid business license, second level or above general contracting for mechanical and electrical engineering construction, and a safety production license.

For the key equipment of this project, such as submersible agitator, permanent magnet pump, air flotation equipment, filter cloth turntable, mud scraper, and magnetic levitation fan, a manufacturer's authorization letter is required for bidding (not required for registration). Authorization letters from other equipment manufacturers can be provided after winning the bid and before signing the contract. For equipment without recommended brands, the winning bidder must use domestic first-line brands, which can be chosen by themselves and must be approved by the tenderer.

2. Credit requirements:

2.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

2.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

2.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

3. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

2. 4、 Precautions for bidding and bid opening:

Please consider the delivery time by yourself. The submission time of the bidding documents shall be based on the time of receipt. In addition to the outer packaging for mailing, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance. If the bidder submits the materials for registration on site, they should provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
