Tender Announcement for the Procurement of Biomass Fillers for the Submerged Wetland System of the Northern Sewage Area Recycling Project in Suma Industrial Park (High Speed Rail New City)

The procurement of biomass fillers for the subsurface flow wetland system of the sewage area regeneration and recycling project in the northern part of the SuMa Park (High Speed Rail New City) has met the bidding conditions. The project is now open for bidding and eligible bidders are welcome to participate.

1、 Project Name and Content

1. Project Name: SuMa Park (High Speed Rail New City) Northern Sewage Area Regeneration and Recycling Project Subsurface Flow Wetland System Biomass Packing Procurement

2. Project location: Suzhou City, Anhui Province

3. Construction contractor: Suzhou East Qinghe Water Co., Ltd

4. Project scale: The inflow of this project mainly comes from the tail water discharge of the "Expansion and Reclaimed Water Reuse Project", with a drainage volume of 45000 m3/d. The wetland design inlet TDS is 10000mg/L, which is a high salinity water body.

5. Scope of bidding: Procurement of biomass filling materials for the subsurface flow wetland system of the sewage area regeneration and recycling project in the northern part of Suma Park (high-speed rail new city). Please refer to the drawings and bidding bill of quantities for details.

6. Duration: 60 calendar days. Batch supply, with a single batch supply time of delivering to the designated location by Party A within the time specified by Party A.

2、 Qualification of Bidders

1. Qualification requirements:

Having the ability to independently assume civil liability, possessing a legal and valid business license, the business scope of the business license must include the production and sales of biomass filler products, or related businesses to the production and sales of biomass products.

2. Performance requirements:

Within the past three years, there has been a supply performance of biomass fillers, filter media, or wetland filter media with a contract amount of not less than 2 million yuan, or a wetland processing scale of not less than 45000 tons/day for filler supply contracts (scanned copies of the contract and related supporting materials (including but not limited to invoices or completion acceptance reports), and key information needs to be seen in the scanned copies)

3. Credit requirements:

3.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

3.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

3.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

4. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

In addition to the outer packaging for mailing, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance. If the bidder submits the materials for registration on site, they should provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
