Announcement on Inquiry for Waterproofing Engineering inside the Pool of the Expansion, Upgrading and Reclaimed Water Project of Suixi Second Wastewater Treatment Plant

The waterproofing project inside the pool of the expansion, upgrading, and reclaimed water reuse project of Suixi Second Sewage Treatment Plant in this bidding project has met the bidding conditions. We are now inquiring about the project and welcome bidders who meet the conditions to participate.

1、 Project Name and Content

1. Project Name: Expansion, Upgrading, and Reclaimed Water Project of Suixi Second Wastewater Treatment Plant - Waterproofing Engineering inside the Pool

2. Project location: Suixi County, Huaibei City

3. Construction general contractor: Wancho Environmental Protection Co., Ltd

4. Project scale: The land within the original factory wall of this project is 53398 square meters (80.09 acres), and the newly added land is 25257.69 square meters (37.88 acres). After completion, the land scale will reach 78655.69 square meters (117.95 acres), with a total project scale of 100000 m ³/d. The entire plant's tail water is discharged 60000 m ³/d, and the remaining tail water is directly reused after disinfection, with a reuse volume of 40000 m ³/d. The composition is as follows:

(1) Upgrading and renovation project: The design scale is 60000 m ³/d. Currently, the effluent from the secondary sedimentation tank of the first and second phases of the project converges into the middle lift pump room, and then uniformly lifts into the high-efficiency sedimentation tank, denitrification filter, and # ozone generation system. The effluent enters the reclaimed water reuse tank.

(2) Expansion project: Design capacity of 40000 m ³/d (including 15000 m3/d of chemical wastewater pretreatment, civil engineering implemented at a scale of 15000 m3/d, equipment installed in stages at a scale of 7500 m3/d). The main process adopts coarse grid and inlet pump room, fine grid aeration sedimentation tank, hydrolysis acidification tank, improved biochemical tank, high-efficiency sedimentation tank, denitrification filter tank, and # ozone generation system. The tail water enters the reclaimed water tank, and the chemical wastewater is further treated by the main engineering biochemical system after Fenton oxidation and hydrolysis acidification.

(3) Supporting construction of blower room, power supply and distribution engineering, and outdoor overall system.

5. Scope of bidding: Waterproofing works inside the pool of the expansion, upgrading, and reclaimed water reuse project of Suixi Second Wastewater Treatment Plant. Please refer to the bill of quantities for details.

6. Construction period: The construction period for each individual unit is 20 calendar days, including preparation work such as material production and stocking, personnel entry, etc.

2、 Qualification of Bidders

1. Qualification requirements:

1.1 Possess the ability to independently assume civil liability and have a legally valid business license.

1.2 Have a professional contracting qualification of Level 2 or above for waterproof, anti-corrosion, and insulation engineering, and have a valid safety production license.

2. Performance requirements:

Similar performance in waterproofing engineering contracts with a single contract amount of no less than 500000 RMB in the past three years (scanned copies of the contract are required, and key information needs to be seen in the scanned copies).

3. Credit requirements:

3.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

3.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

3.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

4. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

3、 Registration and Bidding Document Sales Method

1. Collection time: 17:00 on April 12, 2024 to 15:00 on April 18, 2024.

2. 4、 Precautions for bidding and bid opening

However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance. If the bidder submits the materials for registration on site, they should provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
