5. Scope of bidding: EPC+O smart water supervision system for rural black and odorous water treatment project in Suzhou City, including integrated station condition information collection system and video monitoring and storage system, black and odorous water video monitoring and storage system, smart supervision center and smart cloud platform system construction.

6. Construction period: Complete all supply and installation within 50 calendar days.

2、 Qualification of Bidders

1. Qualification requirements:

Capable of independently assuming civil liability and possessing a legally valid business license.

2. Performance requirements:

Within the past five years, there has been a supply performance of equipment including smart water monitoring systems or information platforms with a contract amount of no less than 2 million yuan.

3. Credit requirements:

3.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

3.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

3.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

4. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

4、 Precautions for bidding and bid opening:

1. The bidding documents of this project allow bidding units to be delivered by mail or express delivery. Mailing address: Wancho Environmental Protection Co., Ltd. Please consider the delivery time by yourself. The submission time of the bidding documents shall be based on the time of receipt. In addition to the outer packaging for mailing, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference. If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
