1、 Project Name and Content
1. Project Name: EPC+O Project for Rural Black and Stinky Water Treatment in Suzhou City

2. Project location: Yongqiao District, Suzhou City

3. Scope of bidding: EPC+O project for rural black and odorous water treatment in Suzhou City, including installation of sewage treatment facilities, installation of household ecological filters, installation of supporting pipeline networks, cleaning of garbage and floating debris, dredging of sediment, and slope remediation. Please refer to the drawings and the bidding bill of quantities for details.

4. Duration: 30 calendar days.

5. Section division: There are a total of 13 sections, and one bidding unit can choose to bid for any section. However, the same bidding unit can win up to 6 sections. After the number of recommended candidates for the first bid reaches the specified limit, the bidding documents of subsequent sections will participate in the evaluation, but will no longer be recommended as the first bid candidate.

2、 Qualification of Bidders
1. Qualification requirements: Possess the ability to independently assume civil liability, have a legal and valid business license, and labor qualifications within the validity period are not classified into levels or safety production licenses.

2. Credit requirements:
2.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

2.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

2.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

3. This project does not accept consortium bidding

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference. If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
