2.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);
2.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);
2.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

3. Performance requirement: Provide a scanned copy of a project cost consulting service contract with a cost of no less than 10 million yuan to prove performance.

4. This project does not accept consortium bidding.
