The electrical control project (EPC+O) for the regeneration and recycling of sewage area in the northern part of the SuMa Park (High Speed Rail New City) has met the procurement conditions. We are now inquiring about the project and welcome bidders who meet the conditions to participate in the bidding.

1、 Project Name and Content

1. Project Name: Electric Control Engineering (EPC+O) for the Regeneration and Recycling of Sewage Area in the North of Suma Industrial Park (High Speed Rail New City)

2. Project location: Suma Industrial Park, Suzhou City

3. Construction general contractor: Wancho Environmental Protection Co., Ltd

4. Project scale: (1) Tailwater wetland project: treatment capacity of 45000m3/d, construction of artificial wetland of 149000m2, (2) Tailwater discharge project: construction of one tailwater discharge pump station with a capacity of 45000 m ³/d; Supporting DN800 drainage pressure pipeline with a length of 4500m. (3) Connecting the water systems of No. 2 Gou, Shengli Gou, No. 1 Gou, Xinhe, etc. in the Su Ma Park to meet the project requirements.

5. Scope of Tender: Electrical Control Engineering for the North Sewage Area Recycling and Reuse Project (EPC+O) in Suma Industrial Park (High Speed Rail New City), please refer to the tender bill of quantities for details.

6. Duration: 60 calendar days.

2、 Qualification of the bidder

1. Qualification requirements:

Capable of independently assuming civil liability, possessing a legal and valid business license, having a third level or higher qualification for general contracting of power engineering construction, and having a valid safety production license.

2. Credit requirements:

2.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

2.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

2.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

3. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

3、 Collection of bidding documents

1. Collection time: 3:00 pm on July 28, 2025 to 3:00 pm on August 4, 2025.

2. 4、 Precautions for bidding and bid opening:

In addition to the outer packaging sent by mail, the bidding documents still need to be sealed according to the requirements of the procurement documents. However, any package damage or storage issues that occur during the mailing process shall be borne by the bidder.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance, and if materials are submitted on-site for registration, the bidder shall provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled. The bidder shall inform the procurement staff of their contact information for inquiries and other matters.
