1. Project Name: Research and Development of an Integrated Platform for Digital and Intelligent Operations in the Environmental Protection Industry.

2. Project location: Suzhou City.

3. Scope of bidding: To complete the development and delivery of an integrated platform for digital and intelligent operation in the environmental protection industry (including software and hardware), provide platform usage training services, technical support and maintenance during platform usage.

4. Service period: Within 180 calendar days.

2、 Qualification of Bidders

1. Qualification requirements:

1) Capable of independently assuming civil liability;

2) Having a legitimate and valid business license;

3) High tech enterprises with valid validity period and research and development foundation in software;

4) In the past year, the financial situation has been good, providing proof of 2024 financial statements and payment of taxes in accordance with the law;

5) Within the three years prior to participating in this procurement activity, there has been no significant record of illegal activities in business operations;

6) Other conditions stipulated by laws and administrative regulations.

2. Credit requirements:

3.1 Not included in the list of seriously illegal and dishonest enterprises by the Administration for Industry and Commerce in the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn);

3.2 Not included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina. gov.cn);

3.3 There are no other circumstances that are prohibited by laws, regulations, or instructions to bidders.

4. This project does not accept consortium bidding

Note: Bidders who do not meet the qualification requirements mentioned above will not be eligible to participate in this project quotation.

2. The legal representative or authorized representative of the bidder may attend the bid opening meeting via video conference (the video conference number will be sent to the registration email one hour in advance, and if the information is submitted on-site for registration, the bidder shall provide valid contact information). If the legal representative or authorized representative of the bidder is not present at the bid opening meeting, the written signature confirmation and other related operational requirements at the bid opening site shall be cancelled.
